The United States Army is soliciting proposals for the Command Electromagnetic Management & Command-node Awareness, Management, and Obscuration (CEMA CAMO) project under solicitation ARM27BX02-NV002. This initiative aims to develop a low-cost, modular, and attritable electromagnetic signature management capability to protect Army formations, specifically the XVIII Airborne Corps, during Large-Scale Combat Operations. The goal is to deploy software-configurable nodes that sense the local electromagnetic environment and generate controlled RF effects to create ambiguity, thereby complicating adversary intelligence, surveillance, and reconnaissance (ISR) and degrading their targeting cycles. The desired solution emphasizes low size, weight, and power (SWaP), AI-enabled processing, and interoperability with Corp and Division command-and-control architectures, with a target unit cost between $30,000 and $50,000. The project is structured in two phases, starting with a six-month Phase I feasibility study with funding up to $300,000 to establish the technical approach and an initial prototype. Phase II focuses on the design, integration, and maturation of the prototype for Warfighter experimentation through the Joint Innovation Out Post. This is a Small Business Concern set-aside, requiring offerors to be U.S.-based for-profit businesses with fewer than 500 employees. Evaluation is based on overall technical value, focusing on technical merit, innovation, investigator qualifications, and commercial potential. Mandatory requirements include CMMC compliance, adherence to CUI standards, and a pre-award physical security inspection by the Defense Security Service.

Full Description

Army formations, including XVIII Airborne Corps (XVIII ABC) and its subordinate formations, operating in Large-Scale Combat Operations (LSCO) face increasingly capable adversary intelligence, surveillance, and reconnaissance (ISR) systems that can exploit electromagnetic emissions to detect, characterize, locate, and target command posts, platforms, and other mission-critical nodes. The proliferation of networked sensors and increasingly rapid sensor-to-shooter processes creates a need for affordable and scalable capabilities that reduce the effectiveness of adversary electromagnetic sensing and targeting. XVIII ABC requires capabilities that can be rapidly employed and distributed across formations to improve electromagnetic signature management and enhance survivability and freedom of maneuver in contested environments. This topic seeks innovative approaches for Command Electromagnetic Management & Command-node Awareness, Management, and Obscuration (CEMA CAMO), a low-cost, modular, distributed, and attritable capability for electromagnetic signature management. The desired solution should enable multiple software-configurable nodes to operate cooperatively across an operational area to sense the local electromagnetic environment and generate controlled electromagnetic activity that increases ambiguity and uncertainty for adversary ISR and targeting processes. Potential approaches may include distributed electromagnetic signature shaping, configurable RF effects representations, coordinated emissions, and adaptive management of distributed nodes. Proposed solutions should address the ability to sense and characterize the local electromagnetic environment, coordinate activity across distributed nodes, generate Government-authorized RF effects representations, and dynamically adapt system behavior as the electromagnetic environment changes. The solution should emphasize low cost, low size, weight, and power (SWaP), modularity, scalability, software configurability, distributed operation, and interoperability with Army command-and-control architectures at Corp and Division. Innovative approaches to autonomous coordination, AI-enabled processing, electromagnetic environment awareness, and dynamic signature management are encouraged. The capability should be scalable from individual nodes to distributed networks and adaptable to different platforms and operational environments. Offerors should characterize key trades including frequency coverage, bandwidth, processing requirements, network latency and synchronization, RF-generation capability, SWaP, node density, and unit cost. Solutions should demonstrate a credible pathway toward a fielded node cost below $50,000, with $30,000 desired where technically feasible. The desired outcome is a prototype capability that demonstrates how XVIII ABC and Army formations can employ distributed, attritable electromagnetic spectrum technologies to improve survivability and freedom of maneuver by complicating adversary ISR, reducing confidence in electromagnetic-derived targeting information, and degrading adversary decision-making and targeting cycles during LSCO. Throughout the SBIR|STTR Phase I and Phase II, CEMA CAMO prototype capabilities will be demonstrated in partnership with Joint Innovation Out Post (JIOP) through XVIII Airborne Corps (XVIII ABC) experimentation to assess operational effectiveness, inform capability refinement, and demonstrate integration with Army formations and command-and-control architectures.

Command Electromagnetic Management & Command-node Awareness, Management, and Obscuration (CEMA CAMO)
Solicitation # cema-camo
The Department of the Army is seeking the development of Command Electromagnetic Management and Command-node Awareness, Management, and Obscuration (CEMA CAMO), a low-cost, distributed, and attritable electromagnetic spectrum capability. The objective is to enhance Command Post Survivability and RF Signature Management during Large-Scale Combat Operations by using software-configurable nodes to sense and shape the electromagnetic environment. By creating controlled electromagnetic ambiguity, the system aims to complicate adversary intelligence, surveillance, and reconnaissance, thereby reducing targeting confidence and degrading enemy decision-making cycles while preserving friendly freedom of maneuver. The desired solution emphasizes low size, weight, and power, modularity, and interoperability with Army command-and-control architectures at the Corp and Division levels. Technical requirements include automated sensing, AI-enabled processing, and the ability to generate authorized RF effects representations. The program targets a fielded node cost below 50,000 dollars, with a preference for 30,000 dollars. Development will proceed through a two-phase SBIR process, with Phase I focusing on technical approach and initial prototyping, and Phase II focusing on integration and Warfighter testing in partnership with the XVIII Airborne Corps and Joint Innovation Out Post.

xTech|Live at CES 2027
Solicitation # 10886
The U.S. Army FUZE xTech Program, managed by the Office of the Assistant Secretary of the Army for Acquisition, Logistics, and Technology, is hosting the xTech|Live at CES 2027 competition in Las Vegas from January 6–8, 2027. This initiative seeks innovative, high-risk, high-impact technology solutions from small, medium, and large businesses to enhance national security. The competition focuses on three primary topic areas: Scaling Assured Autonomy for Operational Use, Artificial Intelligence and Machine Learning, and Robotics, Sensors, and the Internet of Things. Technologies specifically related to the U.S. Army Medical Research and Development Command are excluded. Eligible participants can register via a pre-registration process involving a quad chart submission by November 24, 2026, or through on-site registration with a 60-second elevator pitch. Up to 40 applicants will be selected to deliver a five-minute pitch and a five-minute Q&A session to a panel of subject matter experts. The Army intends to award up to five winners a cash prize of $100,000 each, with a total prize pool of $500,000. Conducted under 10 U.S.C. § 4025, this competition serves as a down-select mechanism to identify promising technologies for potential follow-on acquisition pathways, including Other Transaction Authority and Small Business Innovation Research programs. Evaluation is based on topic alignment, adherence to a Modular Open Systems Approach, and the clarity of the pitch.
