Commercial Credit Reporting Services

The Federal Economic Development Agency for Southern Ontario (FedDev Ontario) is seeking a contractor to provide commercial credit reporting services to support its program delivery through secure, online, on-demand access to Canadian business credit reports for a minimum of fifteen users. The contractor must enable users to search for and retrieve up to approximately 1,200 complete Canadian Business Credit Reports over the contract period, delivering comprehensive credit data including business identifiers, credit scores and histories, summaries of accounts, collections, liens, judgments, past due amounts, financial trade details, and credit utilization information. The solution must be fully accessible remotely, with no physical delivery required, and must be supported by training materials and sessions in both English and French, along with reliable technical and administrative support during standard business hours on weekdays, excluding holidays. Quarterly usage reports must be submitted to FedDev Ontario at three-month intervals throughout the contract term. The contract is structured as a fixed-price arrangement with a definitive end date of March 31, 2027, and no options for extension or renewal. Evaluation will follow a Lowest Price Technically Acceptable (LPTA) model, meaning all proposals must first satisfy mandatory technical criteria — including full access to required credit data elements, training and support capabilities, and prior experience serving public sector clients — before financial competitiveness determines award.
