The contract for Commercial Facility Management Services at the AV Bryan Courthouse, currently held by Preventive Maintenance Services Company, is set to expire on April 30, 2013. The General Services Administration plans to extend this contract on a sole source basis for an additional six months, from May 1, 2013, to October 31, 2013. This extension is intended to ensure uninterrupted services while allowing adequate time for a smooth transition to a new contract. The decision to negotiate only with the incumbent contractor is based on the necessity to avoid operational disruption at the courthouse, given the contractor’s current capability and readiness to maintain full performance throughout the interim period. This interim contract action is authorized under the Federal Acquisition Regulation (FAR 6-302-1), which permits sole source contracts when only one responsible source can fulfill the agency’s requirements. The action is critical since the agency cannot tolerate any lapse in services that could impact its mission or customer agencies. This period will also cover necessary phase-in and phase-out processes as the new contractual arrangement is finalized.
