AI Contract Overview
The contract requires the provision of commercial wireless internet and voice over internet protocol (VOIP) services at Keesler Air Force Base in accordance with a detailed Performance Work Statement, with a primary focus on delivering broadband internet at multiple speed tiers—10Gb, 20Gb, 30Gb, 40Gb, and 50Gb—and VOIP telephone service for three seats, all maintaining a minimum of 99% monthly uptime except in cases of force majeure. The solicitation, issued under FA301026Q0011 and governed by the Federal Acquisition Regulation, is structured as a Firm Fixed Price contract with multiple option periods extending through fiscal year 2031, and includes specific CLINs for internet and VOIP services across the base period and successive option years. Offerors must submit a two-volume response: a price volume using the SF 1449 form and a technical volume containing a detailed capability statement addressing service provisioning, point of presence establishment, equipment maintenance, and 24/7 operational support via a non-base business office staffed weekdays from 7 a.m. to 7 p.m. CST, excluding federal holidays. Technical acceptability is a mandatory pass/fail gate with evaluation based on hard and compelling evidence of performance methodology, and only technically acceptable proposals will be considered for award on the basis of lowest price found complete, fair, and reasonable. All contractors must comply with stringent security, cybersecurity, and safety requirements, including adherence to DAFMAN 31-101V1 for base access, completion of OPSEC in-processing training within 30 days, and full implementation of the Cybersecurity Maturity Model Certification (CMMC) at the required level for Federal Contract Information and Controlled Unclassified Information. Contractors are required to sign a security agreement, flow CMMC requirements to subcontractors, and maintain annual affirmations in the Supplier Performance Risk System. Compliance with OSHA standards and Air Force safety guidelines is mandatory, and a Quality Control Plan must be submitted within ten days of contract award to ensure service and safety standards are met. Participation in a mandatory site visit on May 14, 2026, required pre-registration with full names of attendees and REAL ID-compliant documentation, and base access was contingent upon obtaining a pass through the Keesler AFB Visitor Center at least two hours prior. Responses must be submitted electronically by July 15, 2026, with questions due by
