Anticipated commercial work by the Electronic Proving Ground (EPG). EPG anticipates providing services to commercial entities under the provisions of Title 10 of the United States Code, section 2681. The general nature of the anticipated commercial work is as follows: 1. ENVIRONMENTAL TESTING: Testing of equipment/systems that may be exposed to Environmental extremes, or conditions conducive to Fungus development. The testing consists of exposing the equipment/systems to the extremes expected, under controlled conditions (MIL-STD-610). 2. ANTENNA PATTERN MEASUREMENTS: Using actual or full-scale models of equipment that will have various antennas mounted. Data is collected on the antenna's performance in an open-air environment. Two Open Air ranges are available: An Arc range capable of hemispherical pattern measurements, and a Slant or Ground Reflection range with associated turntables. 3. COMMAND, CONTROL, COMMUNICATIONS, COMPUTERS, INTELLIGENCE, SURVEILLANCE, AND RECONNAISSANCE (C4ISR) SYSTEM TESTING: Testing of C4ISR systems in a virtual and controlled open-air environment to ensure stated specifications are met and full-scale integration is possible. Realistic Battlefield Environments are provided using commercial, off-the-shelf military assets and actual or simulated threat equipment or systems. The virtual environment incorporates EPG-developed software programs such as EME Workbench and DCARS, which has been enhanced to accommodate the Future Combat System (FCS). Logistical support of systems and ancillary equipment such as Mobile Electric Power and Tactical Vehicles is also provided. 4. GLOBAL POSITIONING SYSTEM (GPS) ANALYSIS: Complete analysis of GPS systems and equipment/systems with embedded GPS capabilities are tested in a virtual and open-air environment. Testing is performed in closed-loop facilities or on open-air ranges using simulators or the actual satellite constellation and threats. 5. HUMAN FACTORS ENGINEERING/RELIABILITY, AVAILABILITY, MAINTAINABILITY: Equipment/systems are tested (virtual or real environment) to ensure they can be effectively operated and maintained in the intended military environment. 6. METEOROLOGICAL INFORMATION: Meteorological information to include upper air and surface data are provided from 1 fixed and 11 remote sites located at the Fort Huachuca, Arizona and surrounding area. General and specialized forecasts are available on a 24 hour-a-day basis. Specialized services such as atmospheric scintillation, aerosol density, solar and geophysical forecasts and advisories, and transmissivity of laser energy are also available. 7. OPEN AIR RANGE TESTING: A fully-integrated, open-air test range with communications, electronic warfare, simulation, stimulation, precision-tracking radar, surveillance radar, telemetry, met support, multilateration tracking system, interactive control and display systems, and data reduction and analysis capabilities, provides data on ground and airborne platform performance and their associated payloads. Military aircraft and tactical vehicles are available to carry payloads. For tests that have a requirement, there is 1000 sq. mi. of restricted airspace to FL300, which can be activated. 8. Electromagnetic Interference (EMI)/Electromagnetic Compatibility (EMC)/TEMPEST TESTING: Perform EMI/EMC tests in accordance with (IAW) MIL-STD-461/462, RTCA-DO-160, MIL-STD-464, and other national/international standards. Tests are done on electronic equipment and systems to determine its contribution to and impact from the radio frequency environment in which it operates. Portable instrumentation is available to conduct tests at remote locations. 9. ELECTROMAGNETIC ANALYSIS: Provide automated C4ISR data collection, analysis, stimulation/simulation; models and simulation for spectrum analysis, for frequency supportability analyses, and for EMC/electromagnetic vulnerability analysis in a combat environment (including an integrated family of graphically-oriented engineering analysis programs focusing on the areas of modeling and simulation, system stimulation, equipment testing, test support, and operational planning of contemporary and future C4ISR systems to include the FCS). 10. RAPID PROTOTYPING AND FABRICATION: Provide a quick response to immediate needs for the design and fabrication of Command, Control, Communications, Computer, and Intelligence (C4I) related operations centers, both mounted and dismounted, and preparation and modification of the associated shelters. Prototyping and Fabrication includes the design of the associated C4I systems. Follow-on maintenance and training is also available on site at Fort Huachuca, Arizona, Fort Lewis, Washington, and at Fort Hood, Texas. 11. COSPAS-SARSAT Beacon Certification: Formal Certification is available for all beacon types and for all protocols (user and location). EPG will use GPS Data/Simulation for testing self-locating beacons. 12. INFORMATION ASSURANCE (IA) TESTING: Perform IA testing IAW DOD Information Technology Security Certification and Accreditation Process (DODI 8510.01) requirements. The system under test is scanned for vulnerabilities using the most current and complete tools available. 13. NETWORK ARMY BATTLE COMMAND SYSTEMS: Have capability to connect to other US Army Developmental Test Command test centers through the Distributed Test Control Centers (DTCCs). EPG can use these DTCCs to aggregate test center resources; provide a consolidated capability for planning, controlling, and analyzing network test events within the test center or with various organizations; and provide networking to other test centers to support larger network test events or joint test events. The ability to interconnect facilities can allow for the collaborations between joint training, experimentation, and even add operational realism by including those elements into a distributed environment. Private sector entities are invited to submit expressions of capability to perform services of the same general nature as listed in the 12 areas above. This information will be maintained in a file and made available to prospective customers for their use in determining if private sector enterprises may be able to satisfy their requirements. Information may be submitted at any time. Questions concerning this notice may be directed to Mrs. Karen Hendrickson at: DSN 879-2073, commercial +1 (555) 000-0000; FAX: DSN 821-8301 or commercial +1 (555) 000-0000; e-mail: contact@example.gov.
