The Tennessee Army National Guard intends to award a sole source firm fixed price contract to Power Test, a small business, for the completion of the acquisition and installation of the AIDCO 450E Transmission Dyno, including its commissioning and training package. This follow-up service was initially part of a prior contract but was delayed due to necessary facility upgrades unrelated to the vendor. As Power Test is the original provider of the transmission dyno, they are uniquely qualified to perform the remaining services, ensuring the warranty remains valid. The sole source award is justified under FAR 6.302-1(A)(2), allowing this procurement without competition to avoid delay, added cost, or risk to the mission. Interested parties can respond to demonstrate why competition might be advantageous; however, the Government retains sole discretion over proceeding without competitive bidding. This notice is not a solicitation for quotes or proposals and does not assume any costs from respondents. Questions or comments should be directed to Contracting Specialist MAJ Danny Frederick via email. The contract's place of performance is Smyrna, Tennessee, and it is designated as a Total Small Business Set-Aside under NAICS code 334515. The contract supports the Department of Defense and specifically serves the Tennessee Army National Guard’s operational needs.

NOTICE OF INTENT TO AWARD SOLE SOURCE Agency: Tennessee Army National Guard Contract Number: W912L7-20-Q-1310 The Tennessee Army National Guard (TNARNG) hereby submits a notice of intent to award a sole source firm fixed price to Power Test, a small business concern. The sole source procurement is the final step in completing the acquisition and installation of AIDCO 450E Transmission Dyno. The Commissioning and Training package should have been completed in the acquisition contract W912L7-17-C-0008 but was delayed due to required facility upgrades. In order to keep warranty valid and in place for the previous purchase due to the facility upgrades (no fault of the vendor). This sole source contracting action is in accordance with the FAR 6.302-1(A)(2). Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission of the TNARNG. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for quotes or proposals.
