The Space and Missile Systems Center (SMC) Military Satellite Communications Systems (MILSATCOM) Directorate intends to issue an extension to Communications Analysis, Systems Integration, and Engineering Services (CASIES) Bridge Contract. The CASIES Bridge Contract Extension will be issued to the incumbent contractor, LinQuest Corporation, 5140 Goldleaf Circle, Los Angeles CA, 90056-1299 under the authority of Federal Acquisition Regulation (FAR) Part 6.302-1(a)(2). It will prevent a lapse in service until the new enterprise level contract, MASIES, has been successfully competed and awarded. The Military Satellite Communications Systems Directorate issued a sources sought synopsis posted on FedBizOpps on 08 November 2012 (Solicitation #13-11) to solicit input from industry. Only one responsible source and no other sources will satisfy the Agency's requirements because the program office maintains cognizance over the protected Satellite Communications market and no other companies have emerged with the capability to meet these requirements without incurring a significant duplication of costs and unacceptable schedule impact to the program. The purpose of this action is to solicit and negotiate an extension to the CASIES Bridge Contract to continue Systems Engineering and Integration (SE&I) support to meet MILSATCOM mission needs with a period of performance of two (2) 3-mos Options. Additionally, there are two (2) options totaling 9-mos (consisting of one (1) 6-mos and one (1) 3-mos Option) for SE&I support for the reduced effort known as Rapid Development. This notice is for information purposes only; it does not constitute a Request for Proposal. The Government will not recognize any cost associated with submission of information in response to this or previous notices. In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement (not to exceed 15 pages in length (a page is defined as 8.5 inch x 11 inch sheet, using 11 point Times New Roman font with 1 inch Top, Bottom and Side Borders)) which shall be considered by the agency. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within discretion of the Government. In addition, responses from qualified small and small disadvantaged businesses are encouraged. The size standard for NAICS 541712 is 1,000 employees.
