Communications Security (COMSEC) Managers

THE LAST DAY FOR QUESTIONS IS 30 MAY 2018 . This solicitation notice Request for Proposal (RFP) for Communications Security (COMSEC) and Managers with the work to be performed by the contractor in the country of Saudi Arabia. This action is 100% small business set-aside and NAICS code for this action is 541513. This contract provides COMSEC managerial support to Saudi Arabia through FMS case SI-B-WCV. COMSEC managerial service will be in support of DOD provided COMSEC equipment and material released to the Saudi Arabia National Guard (SANG) in support of the United States Central Command validated interoperability programs that interface with the National Security Agency (NSA), the Department of the Air Force Security Assistance and Cooperation Directorate (AFSAC), as well as other agencies/offices as deemed necessary. Contractor personnel shall perform central receiving, temporary storage, and transfer services for DOD-provided COMSEC equipment, COMSEC documents, keying and other COMSEC related materials from U.S. COMSEC National Distribution Authorities (i.e. National Security Agency (NSA), or where the material/equipment will be received from) to/from the SANG to the appropriate U.S. National Distribution Authorities (NDA). Contractor personnel shall report to the Office of Personnel Management Saudi Arabian National Guard (OPM-SANG) representative for coordination and instructions on all issues concerning COMSEC equipment, keys/keymat, and associated programs released to SANG. Additionally, contractor personnel will coordinate any cryptographic key material and equipment issues with OPM-SANG.
