The Community Catalyst Building Remediation program, administered by the Iowa Economic Development Authority, provides grants to cities for the redevelopment, rehabilitation, or deconstruction of underutilized buildings to stimulate economic growth and reinvestment. Maximum grants are set at 100,000 dollars, with 40 percent of funds reserved for cities with populations under 1,500. The application process is by invitation only and requires a mandatory pre-application. Eligible projects are limited to one commercial building per community, or two adjacent buildings under the same ownership. Deconstruction is permitted only in dire situations or for safety reasons. Applications are evaluated based on project appropriateness and the strength of funding and partnerships. Strong candidates must demonstrate potential for catalytic economic growth, such as job creation, new housing, or increased property values, while adhering to IEDA Green-Streets Criteria and smart growth principles. Required deliverables include a detailed scope of work, a financial feasibility analysis, and a remediation plan that specifically addresses the abatement of hazardous materials like asbestos and the diversion of waste from landfills. Projects are scored on their alignment with community goals and the adequacy of local matching funds.
