Community-Police Mediation Pilot Program

The City of Pasadena, through the City Attorney's office, is seeking a qualified provider for the Community-Police Mediation Pilot Program under solicitation 2026-RFP-0318. This initiative aims to improve police-community relations by providing a voluntary, informal, and non-disciplinary process to resolve lower-level conflicts between the public and Pasadena Police Department personnel, specifically focusing on issues such as officer demeanor and communication style. The selected provider will be responsible for facilitating approximately 18 mediation sessions annually, each lasting up to two hours, while employing trauma-informed and culturally responsive practices. Additional requirements include conducting up to five community meetings, seven police department briefings, and monthly check-ins with City staff. The program requires a diverse roster of at least two mediators reflecting the racial, cultural, and linguistic diversity of Pasadena and Los Angeles County. The contract has an initial term of three years with two optional one-year extensions and an annual budget not to exceed 55,000 dollars. Proposals must be submitted electronically by September 2, 2026, and consist of separate technical and price volumes. Evaluation is based on a weighted system, with the cost proposal accounting for 25 percent of the total score. Awardees must comply with various certifications, including the Pasadena Taxpayer Protection Amendment, non-collusion affidavits, and ADA accessibility standards. Administrative requirements include submitting invoices through the City's Vendor Invoice Portal and adhering to the Master Services Contract terms regarding prevailing wages and the Pasadena Living Wage Ordinance.
