The Defense Threat Reduction Agency (DTRA) is soliciting proposals under solicitation DTR27TZ02-NV003 to develop ultra-compact, high energy density capacitors and advanced dielectric materials for use in portable X-ray radiographic imaging systems and Marx generators. This Small Business Technology Transfer (STTR) effort focuses on overcoming miniaturization and ruggedization barriers to ensure reliable performance in field-use systems. The project is structured in phases, with Phase I consisting of a seven-month period focused on research and a final report detailing the capacitor design, manufacturing plan, and proof-of-principle results. Phase II may extend up to 24 months for further development and validation. The solution must meet strict technical specifications, prioritizing voltage rating and voltage reversal tolerance. Minimum requirements include a voltage rating of 100kV, capacitance of at least 2nF, and a voltage reversal tolerance of 80%, all within dimensions no larger than 2 x 1 x 0.5 inches. Objective goals aim for 250kV, 10nF capacitance, and 100% voltage reversal tolerance. The capacitors must survive over 100,000 full-charge cycles (with an objective of 1,000,000), operate at duty cycles up to 100 Hz, and comply with MIL-STD for temperature and vibration. Awards for Phase I are issued as fixed-price purchase orders, and evaluations are based on technical merit, investigator qualifications, and commercial potential. Proposals must be submitted via the DoW SBIR/STTR Innovation Portal by January 06, 2027.

Full Description

High energy density capacitors and their constituent dielectrics are vital components for multiple DoW capability needs for high voltage power supplies, Marx generators, high-power microwave sources, and other pulsed-power technologies. The Missile Defense Agency, ONR, NASA and other government agencies have funded efforts into high energy density capacitors for a variety of applications.1 However, it is still very challenging to fabricate high energy density capacitors that reliably meet ultra-compact size constraints for miniaturized high voltage pulse power applications and in a ruggedized field-use system. Recent prototype development of compact pulsed X-ray generators for portable radiographic imaging applications has underscored the difficulty of scaling capacitor technologies originally developed for larger directed energy and pulsed power systems down to the ultra-compact sizes needed for man-portable or small unmanned systems. Key challenges include preserving dielectric performance and high-voltage hold-off at reduced dimensions, achieving robust voltage reversal tolerance essential for Marx generator topologies, maintaining long operational lifetimes under pulsed conditions with repetition rates up to 100 Hz, and attaining high manufacturing yields with consistent quality for reliable field deployment. This topic specifically targets the development of reliable fabrication processes and advanced dielectric materials to overcome these miniaturization and ruggedization barriers for X-ray generator pulsed power applications. DTRA seeks to develop reliable and efficient fabrication and production processes for compact high energy density capacitors. The solution must meet the following minimum specifications: • Outer Dimensions: No larger than 2 inches x 1 inch x 0.5 inch • Voltage Rating: 100kV* • Capacitance: ≥ 2nF • Voltage Reversal Tolerance: 80%* • Operating Environment: Dielectric Liquid or Pressurized Gas (e.g., such as SF6) • Operating Temperature: Capable of meeting MIL-STD • Ability to survive commercial requirements for shock and vibration (i.e. rough handling) • Lifetime: Greater than 100,000 full-charge cycles • Duty cycle: Up to 100 Hz • Charge/Discharge time: Charging order of 10s of microseconds, discharge order of few nanoseconds *Note: Operating voltage and voltage reversal are the highest priority specifications. DTRA may consider small deviations from the other minimum specifications (e.g. size) if the solution is capable of approaching or meeting the objective voltage and voltage reversal specifications below. Objective specifications: • Voltage Rating: 250kV • Capacitance: ≥ 10nF • Capacitance Tolerance: ±10% • Voltage Reversal Tolerance: 100% • Operating Temperature: Capable of meeting MIL-STD • Vibration: Capable of meeting MIL-STD • Lifetime greater than full-charge 1,000,000 cycles This effort shall develop a reliable manufacturing process for high energy density capacitors while maintaining the performance parameters outlined above. The proposed effort will require that developed capacitors be tested and validated in Phase 2.

Solicitation # HDTRA127Q0003
Solicitation HDTRA127Q0003 is a small business set-aside request for quotation issued by the Defense Threat Reduction Agency for a one-time onsite commercial service at its Reston, Virginia facility. The contractor is required to provide all personnel, equipment, and resources to remove, disassemble, sanitize, destroy, and dispose of Government-designated classified storage devices and unclassified IT assets. All work, including the provision of a final Certificate of Destruction and complete disposition records, must be completed by November 30, 2026. Classified assets must be processed using a mobile, onsite destruction solution in strict accordance with NSA/CSS Policy Manual 9-12 and NSA/CSS Evaluated Products Lists. Due to the nature of the work, personnel performing disassembly and sanitization must possess TS/SCI clearances, and the contractor must maintain CMMC Level 2 certification. Prospective offerors were required to attend a mandatory site survey on October 29, 2026, to remain eligible for award. Quotations are due by November 9, 2026, and must be submitted in two volumes covering technical execution and price. The government will award the contract to the responsible offeror who is determined to be technically acceptable and offers the lowest evaluated price. Payment will be processed electronically through the Wide Area WorkFlow system.
