The primary objective is to transition the U.S. Army Capability Program Executive Simulation, Training, Test and Threat (CPE ST3) from a traditional staffing-based support model to a task-based, outcome-driven Agile delivery framework. This comprehensive commercial services vehicle consolidates previous professional support and SETA contracts to provide lifecycle support for over 370 products across 400 global locations. The scope includes a wide array of technical services such as artificial intelligence, cybersecurity, cloud computing, and financial management, with work performed at various government facilities, including primary sites in Orlando, Florida, and Redstone Arsenal, Alabama. The contract is structured as a Labor Hours/Time and Materials vehicle with a total performance period not to exceed 66 months, beginning February 15, 2027. This timeline consists of a six-month base period for agile development and transition, followed by four 12-month enterprise performance options, a six-month transition-out period, and a final six-month extension option. The total estimated contract value is 16.5 million dollars. Award will be based on the lowest Total Evaluated Price among offerors rated acceptable across technical factors, OCI mitigation, and a mandatory cybersecurity compliance gate requiring a NIST SP 800-171 Rev 2 score of 110 in SPRS. Key requirements include the proposal of an Agile Program Manager and the maintenance of a Top Secret facility security clearance.

Water Resources Analytical and Professional Support Services - Multiple Award Task Order Contract (MATOC)
Solicitation # W912HQ27S0006
The US Army Corps of Engineers Mission Support Battalion is soliciting a Multiple Award Task Order Contract (MATOC) for Water Resources Analytical and Professional Support Services. This Indefinite Delivery Indefinite Quantity (IDIQ) contract is designed to provide the Institute for Water Resources (IWR) with technical research, analytical support, data management, facilitation, and training services that are not readily available within the agency. The contract has an anticipated maximum shared capacity of 49,500,000.00 dollars, with a period of performance consisting of one base year and four one-year option periods, plus a possible six-month extension. A partial small-business set-aside is anticipated based on specific tasks within the Performance Work Statement. The scope of work covers all Civil Works mission areas, including navigation, flood risk management, aquatic ecosystem restoration, hydropower, regulatory, recreation, and water supply. Key requirements include the development and maintenance of automated information systems, economic and socio-economic assessments, hydrologic and hydraulic engineering tools, and expertise in water security and integrated water resources management. The contract also involves support for dam and levee safety, conflict resolution, and financial analysis for public works infrastructure. Technical requirements include the provision of key personnel such as a Senior Project Integrator, IT Systems Engineer, and Cloud Systems Engineer, each with specific advanced degree and experience mandates. All deliverables must be provided with unlimited rights to the government, and the contractor is required to maintain a Task Delivery Order Quality Control Plan. Security requirements include a favorable National Agency Check for personnel accessing unclassified systems and adherence to DFARS 239.7602-2 regarding data storage within the United States. Submission requirements for the sources-sought phase include a completed questionnaire, a capabilities statement not exceeding 20 pages, and resumes for key personnel.

The purpose of this order is to procure linear multiple-electrode arrays to be used in electrophysiological experiments to investigate the neural response properties in multiple brain areas during the process of curvature. The brain processes visual stimuli along different feature dimensions, including edge orientation, visual motion, and color. To expedite visual processing, cells that process a common visual dimension are often anatomically grouped in cortical columns, patches, and/or areas. We tested the hypothesis that 1) image curvature is one of these fundamental visual dimensions and, as such, 2) curvature-selective cells are grouped together in discrete cortical areas. Using neuroimaging techniques, we confirmed this hypothesis, and localized the curvature-processing sites in extrastriate visual cortex. These sites lay along a common cortical strip, spanning lower- to higher-level processing stages. Furthermore, the curvature-processing sites are adjacent to the well-known face-processing cortical areas, suggesting a possible functional link between them. The study is currently under revision for publication (DIRP Publication and Abstract Clearance Request #113942). It is critical to record neural activities in the curvature processing areas in the brain in order to understand the computation mechanisms underlying curvature processing. The proposed purchase will be essential to conduct successfully the single recording experiment that will lead to comprehensive understanding of curved features processing, and provide insight how features are integrated into objects in the brain. The second goal that this purchase will be needed to achieve is to clarify the anatomical connection between curvature processing areas, which is the step-stone to comprehend the neural computation underlying the curvature-processing network. Electrical micro-stimulation will be utilized to answer the question. When one cortical area is stimulated with a low current delivered through an electrode implanted in the brain, other cortical areas anatomically connected to the stimulated area will be activated. This simultaneous activity, which can be detected using fMRI, will reveal the connections between a stimulated area and patches of anatomically connected areas. Connections between curvature areas that will be uncovered by simulating each of the curvature patches will provide critical information on how computation of curved features flows within the network. Linear multiple-electrode arrays are an idea tool to achieve the two goals. A linear electrode array composes of a single electrode probe with multiple contacts, each of which works as an independent recording electrode. Within single penetration, a linear electrode array provides the ability to: 1) record multiple single unit activities and local field potential; 2) record neural activities from different cortical layers; 3) record neural activities from different cortical areas (using long electrodes); 4) stimulate different cortical layers; 5) simultaneously recording and micro-stimulation, which significantly increase efficiency while reducing animals' stress as compared to using traditional single electrode.
