Full Description

In the middle of July, Contracting learned that Defense Health Agency (DHA) required an Authorization To Operate (ATO) for all equipment that is connected to the DHA and/or Womack Army Medical Center (WAMC) servers/internet. Contracting met with DHA and WAMC Information Management Division (IMD) several times. According to DHA, new equipment would not be allowed to be installed without an approved ATO. Timeline for approval of ATO is currently taking twelve months or longer. Based on this guidance, we stopped working on the long term requirements and started working on bridges to keep the current equipment in place. On 11 August 2020, IMD provided Contracting with a memo stating that an ATO is not required at this time. Once this memo was received, solicitation was issued and will be awarded by 1 October 2020. However, this will not allow for the shipping of new equipment, installation, training of hospital staff, testing and validation of the test results. Therefore, requesting a sole source bridge to Beckman Coulter, Inc. who currently have the equipment in place and operational at WAMC. Only specific CBC testing can be used on the equipment.
