The National Guard Bureau (NGB) plans to award a sole source contract to Microsystems Consultants, Inc. for the Composite Army National Guard Safety Development and Assessment Program (CASDAP), with a performance period from March 29, 2021, to May 28, 2021. This contract supports the ongoing requirement of the Army National Guard Safety and Standardization Branch to conduct safety program audits and evaluations across 54 Army National Guard States, Territories, and the District of Columbia. These audits are designed to ensure compliance with OSHA statutes, Department of Defense safety instructions, and Army regulations by assessing the effectiveness and integration of various safety programs within these organizations. The audit process follows a comprehensive three-phase approach to provide a detailed evaluation of safety program performance. The decision to award this contract as a sole source is based on the need to continue with the incumbent contractor, Microsystems Consultants, Inc., as they are the only responsible source capable of fulfilling these specific requirements. The increased effort was not anticipated in the original solicitation, and no competition was sought because a follow-on solicitation is currently open, with an expected award date by May 2021. This presolicitation notice does not constitute a request for proposals but is intended to gather information to determine whether a competitive procurement might be pursued. The contract falls under the NAICS code 541611 and will be managed by the W39L USA National Guard Readiness Center located in Arlington, Virginia. Point of contact information is provided for further inquiries.

Full Description

The National Guard Bureau (NGB) intends to award a sole source contract for requirement of the Composite Army National Guard Safety Development and Assessment Program (CASDAP) with a period of performance from 29 March 2021 to 28 May 2021. The National Guard Bureau (NGB), specifically the Army National Guard Safety and Standardization Branch (ARNG-AVS), has an enduring requirement to conduct safety program audits and evaluations of the 54 ARNG States, Territories, and the District of Columbia Joint Forces Headquarters in order to meet safety requirements outlined by OSHA statutes, the 6055 Department of Defense Instruction safety series, and the 385 series Army Regulations This effort is conducted by executing a comprehensive and collaborative three phased audit approach that provides ARNG States, Territories, and the District of Columbia a means to determine safety program effectiveness of execution and integration of ARNG and Army Safety Programs into the organization's mission. NGB intends to award this sole source contract to Microsystems Consultants, Inc. because it is vital for services to remain with the incumbent contractor as they are the only responsible source and no other services will satisfy agency requirements in accordance with FAR 13.106-1(b)(1)(i). This increased effort was unforeseen at the original time of solicitation/award of the incumbent contract (GS00Q14OADS127 / W9133L15F0038). Competition was not sought for this requirement as the solicitation for the follow-on requirement is currently out for proposals and the Government anticipates award no later than May 2021. This notice of intent is not a request for quote/proposal. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
