*Rebid* Canned Drinks for Canteen ResaleThis solicitation seeks vendors to supply canned beverages, specifically Coca-Cola products in 12 oz. cans, packaged in cases of 24, for resale at the Louisiana State Penitentiary canteen. The contract is structured as an indefinite-delivery/indefinite-quantity (IDIQ) blanket order with a base term ending June 30, 2027, and the potential for two annual renewal options, not to exceed a total contract duration of 36 months. Bids are evaluated on a lowest price technically acceptable basis, meaning compliance with all technical, regulatory, and packaging requirements is mandatory, and the lowest responsive bid will be selected. Delivery must be made within two days after receipt of an order, with all transportation costs prepaid by the vendor and delivery point fixed at the Angola, Louisiana facility. Packaging must strictly adhere to the specified brand, size, and configuration, with accurate labeling and no deviations unless explicitly declared. The State reserves the right to inspect and accept goods at the delivery location, enforcing conformance with federal and state standards including ADA accessibility, WCAG 2.1 AA, Section 508, and environmental regulations such as the Clean Air Act and Clean Water Act. Vendors must certify they are not suspended or debarred, do not engage in discriminatory boycotts of Israel, do not discriminate against firearm industry businesses, comply with E-Verify, and are registered in good standing with the Louisiana Secretary of State. All pricing must be in U.S. dollars and independently determined without collusion. While the estimated volume is 40,720 cases over the contract term, no guaranteed quantity is specified, and no unit pricing is provided in the solicitation, leaving pricing to be determined by bidder submissions. The contract is administered by the Louisiana Office of State Procurement, with contract-related inquiries directed to the primary point of contact, and award decisions based solely on responsiveness, responsibility, and price.
