Comprehensive Economic Development Strategy Consultant Services

The Upper Shore Regional Council (USRC), in partnership with Kent County Government, Maryland, is soliciting proposals from qualified consulting firms to develop a five-year Comprehensive Economic Development Strategy (CEDS) that will guide economic development efforts across Cecil, Kent, and Queen Anne’s Counties. While this initiative is not federally funded through the U.S. Economic Development Administration (EDA), the final strategy must comply with EDA CEDS requirements to keep the region competitive for future federal grant opportunities. The consultant will undertake a comprehensive scope of work that includes analyzing existing regional economic data and reports, conducting inclusive stakeholder engagement with local governments, businesses, educational institutions, and community members, performing a SWOT and economic resilience analysis, and formulating a strategic action plan complete with evaluation metrics, implementation frameworks, and recommended funding strategies. The project is designed for completion within a 12-month period starting May 1, 2026, and requires the delivery of regular progress updates and a final document that aligns with EDA standards despite the absence of direct federal funding. Proposals must be submitted electronically as a single PDF by January 12, 2026, and should demonstrate a deep understanding of the project objectives through innovative and tailored strategies, strong qualifications and relevant experience in regional economic development and CEDS preparation, a robust plan for stakeholder engagement, a realistic and detailed project timeline, and a cost-effective budget. The estimated contract value ranges from $100,000 to $300,000. Selection will be based on the overall best value, prioritizing unique strategic approaches and proven expertise. The USRC reserves the right to reject proposals and negotiate contract terms with the selected firm. Deliverables, including the final strategy and monthly updates, will be reviewed and accepted by USRC, with payments made within 30 days of invoice approval. The contract does not incorporate specific federal acquisition clauses or require security clearances, and all submissions and invoices can be handled electronically with no physical deliverables or packaging requirements. This comprehensive effort is central to shaping the region’s economic future while ensuring eligibility for federal resources through adherence to established EDA criteria.
