The City expects the updated General Plan to be prepared in a layout that is user-friendly and engaging. It should be easy to read and understand by non-technical stakeholders, incorporate graphics, and should not rely on user guides or external reference material. The General Plan should be action-oriented and focus the user's attention on feasible strategies and attainable goals that can be monitored for effectiveness during implementation.C. The General Plan Update must be prepared in conformance with the California General Plan Guidelines and meet all applicable legislative requirements. The City anticipates a scope of work that segments the General Plan Update into several distinct phrases or components. The City has formulated this scope of work as an initial framework for consultant responses. Consultants are expected to develop a scope of work that considers this initial framework, while incorporating their own best practices and recommendations.
