AI Contract Overview
This contract is a justification for other than full and open competition to continue comprehensive medical services at the Metropolitan Detention Center in Los Angeles for the one-month period from July 1, 2026, to July 31, 2026, under a sole-source arrangement with the incumbent provider, Integrated Medical Solutions (IMS), Inc. The services are deemed mission-critical to ensure uninterrupted healthcare delivery to the inmate population, including inpatient and outpatient medical, dental, mental health, and optometry care delivered both on-site and through community-based providers. The interim action is authorized under FAR Deviation 6.103-1(b) and 6.104-1(a), citing IMS as the only responsible source capable of maintaining continuous care without disruption, based on its five-year history of performance, pre-credentialed provider network, and existing security clearances. The total estimated cost for this one-month period is $395,799, funded through monthly firm-fixed-unit-price purchase orders tied to the prior contract 15B60619D00000001, with pricing benchmarked to Medicare rates and deemed fair and reasonable under FAR 15.404-1. No competitive solicitation is being conducted, and no proposals are being solicited; the action is administrative in nature to bridge the gap until a new indefinite-delivery/requirements contract with firm-fixed pricing is awarded. All personnel must maintain active security clearances, and performance will be monitored at the MDC Los Angeles facility, with acceptance by the Federal Bureau of Prisons. No packaging, marking, inspection criteria beyond service continuity, or formal evaluation factors are specified, as this is not a competitive procurement. The contracting office is under the Department of Justice’s Federal Bureau of Prisons, and the point of contact is Julia Porter. No socioeconomic, small business, or unique entity identifiers are provided, as the justification is based solely on operational necessity rather than set-aside programs.
