Solicitation # N0010427QLA05
Solicitation N00104-27-Q-LA05 is a request for quotations issued by NAVSUP Weapon Systems Support for the teardown, evaluation, and repair of Engine Control CCAs (NIIN 016055432). This effort is issued on a sole-source basis specifically for Women-Owned Small Businesses (WOSB). The government requires a Repair Turnaround Time (RTAT) of 290 days, measured from the physical receipt of the asset at the contractor facility to final government acceptance. Failure to meet this RTAT may result in price reductions per unit per month, which will be implemented via a reconciliation modification. The government also intends to exercise a 100 percent option quantity within 365 days of the award. The contract requires Government Source Inspection (GSI) and mandates that all repair work adhere to the contractor's standard practices and original manufacturer specifications. Freight is managed by the Navy through the Commercial Asset Visibility (CAV) system, and all payments must be processed electronically via Wide Area Workflow (WAWF). Award will be made to the most advantageous offeror, with past performance weighted as more important than price. Technical requirements include strict adherence to MIL-STD-130 for physical identification and MIL-STD-2073-1 for packaging. NASA Armstrong Flight Research Center is seeking to acquire two CONTEX Mission Voice Platform systems to support the Global Hawk SkyRange Program. This procurement includes the necessary instruments, accessories, radio interfaces, spares kits, installation, and operator training. The systems will be utilized within the Mission Control Rooms at Edwards Air Force Base to ensure consistency in fit, form, and function with existing equipment. The government intends to award this as a sole source contract to Compunetix under FAR Part 12 and 8(a) set-aside guidelines, citing that using alternative hardware would cause a substantial duplication of time and cost. NASA/AFRC has a requirement for two (2) each CONTEX Mission Voice Platform (MVP) mission critical voice communications systems to include instruments and accessories, radio interfaces, spares kits, installation, and operator training support. The requirement is in support of NASA's Global Hawk SkyRange Program. NASA/AFRC intends to issue a sole source contract to Computenix, 2420 Mosside Blvd. Monroeville, PA 15146, to acquire the item and services. Authority for this action is Federal Acquisition Regulation 10 U.S.C. 2304(c)(1) and FAR 6.302-1(a)(1)-Only one responsible source. The required system is designed and marketed by Compunetix and is the exact same fit, form, and function as the existing equipment used in the Edwards Air Force Base Mission Control Rooms, a requirement for the long term lifecycle of the Global Hawk SkyRange Program. Testing, qualifying, and utilizing any other hardware for the required technical application will result in a substantial duplication of time, cost, and effort that is not expected to recovered through competition. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Robbin Kessler at robbin.m.kessler@nasa.gov and Eleonor Barron @ Eleonor.barron@nasa.gov not later than 12:00pm PDT on July 7, 2021. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html
