Computer-Aided Dispatch / Automatic Vehicle Location (CAD/AVL) System Replacement

The City of Alexandria is soliciting proposals for a next-generation, turnkey Computer-Aided Dispatch and Automatic Vehicle Location (CAD/AVL) system for DASH. The required solution must be a cloud-based, browser-accessible platform capable of managing both timetable and frequency-based services. Key functional requirements include real-time bus tracking, headway and schedule adherence monitoring, real-time wayside displays, incident management, historical playback, and broadcast messaging. The system must also integrate an Automated Voice Announcement System that complies with ADA requirements for automatic stop and location announcements. The procurement process requires bidders to provide a detailed technical proposal, a system requirements matrix, and a comprehensive pricing schedule covering both one-time capital costs and recurring annual expenses. Evaluation is based on the total cost of ownership and the ability to meet mandatory technical specifications. The contract includes stringent IT terms and conditions regarding cybersecurity, data ownership, and incident response, as well as a confidentiality and non-disclosure agreement. Additionally, the project is subject to federal funding provisions, including compliance with Disadvantaged Business Enterprise policies and Title VI non-discrimination assurances. Final acceptance of the system is contingent upon successful acceptance testing and the correction of any identified deficiencies at no additional cost to the City.
