Concept Plan- Municipal Complex- SPLOST project

The City of Fort Valley, Georgia is seeking proposals from qualified firms to provide concept planning and related pre-design services for a new Municipal Complex situated on approximately 8.75 acres at 601 Bluebird Boulevard. Funded through the 2021 SPLOST, this solicitation focuses solely on concept planning and does not include the development of final construction documents or full architectural/engineering services. The scope includes site layout design, conceptual floor plans, exterior elevations, order-of-magnitude cost estimates for two development phases, and the preparation of scope language for a future full A/E services solicitation. Phase 1 involves designing City Hall, Fire Department, and a fuel station, with each building approximately 10,000 square feet, while Phase 2 covers a Police Department facility of similar size. Deliverables are expected to include a comprehensive campus site plan, building concept diagrams, presentation materials, and a final presentation to the Mayor and City Council. Selection will be based on criteria emphasizing municipal and public-sector experience, fee reasonableness, project approach, team qualifications, relevant similar deliverables, and schedule adherence. Proposers are encouraged to participate in a voluntary pre-proposal site visit. Questions must be submitted by April 30, 2026, with final proposals due by May 15, 2026, at 5:00 PM ET.
