Chapter 11, Selection of Architects and Engineers, as implemented by Federal Acquisition Regulation (FAR) Subpart 36.6, Architect-Engineer Services, Defense Federal Acquisition Regulation Supplement (DFARS) Subpart 236.6, Architect-Engineer Services and Air Force Federal Acquisition Regulation Supplement (AFFARS) 5336.6 Architect-Engineer Services. Qualified firms meeting the requirements of this solicitation are invited to submit their qualifications on Standard Form (SF) 330, Parts I and II - Architect-Engineer Qualification by email to cassie.blair@us.af.mil and maureen.harris.1@us.af.mil by the closing date and time indicated in Block 13. An SF-330 is also required for each consultant or joint firm. Late submissions will not be considered. Do not incorporate information by reference into the SF-330. Do not include any pricing information with your submission. Nonresponsive submissions will not be considered by the A-E selection board. The SF-330 for each applicant is limited to 25 pages, exclusive of indexing tabs, project photos or drawings with brief captions. Attachment 1, SF-330 Part I & II is available on the GSA website https://www.gsa.gov/forms-library/architect-engineerqualifications. Architectural-Engineer services to provide field reconnaissance, studies, site investigations, and design meetings with the users, including travel and work required to obtain engineering information and design data to produce a charrette study for this project. Comprehensive space utilization and optimization study and survey of existing building infrastructure is needed. Design solutions for Building B408 are needed to properly size and possibly consolidate and/or relocate the existing tenants and modify the building(s) appropriately. The statement of work requires a conceptual charrette report (CCR). The A-E firm will provide the personnel, services, equipment, materials, facilities, and other resources necessary to complete the report. The A-E firm is required to first provide a high-lvel analysis with minimal design and cost estimates for GFAFB & AFCEC review. Once the preferred planning alternative has been accepted by the government, the A-E will proceed with three scope alternatives in the 10% - 40% design accuracy. This will require the firm to conduct interviews with staff and leadership to determine current space utilization, number of occupants, requirements within each department such as access to loading dock, specific storage requirements (classified, HazMat, secure, etc.), quantity of offices, and space adjacency requirements. The completed charrette report will consist of a narrative document, preliminary site drawings, preliminary architectural floor plans and elevations, and a parametric cost estimate. As-builts are available upon request to the Contract Specialist and Contracting Officer.
