NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS.
This announcement constitutes the only notice that will be published.
The Federal Bureau of Investigation (FBI) intends to award a one-time, sole-source, firm-fixed-price, commercial services, contract to Arc3 Gases, Inc., located at 1660 Highway 301 S, Dunn, NC. 28334, for the purchase of services for the Government-owned Concoa 52S manifold.
The applicable North American Industrial Classification System (NAICS) code is 811310 - Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance, and the Product Service Code (PSC) is J066 – Maint/Repair/Rebuild of Equipment – Instruments and Laboratory Equipment.
Controls Corporation of America (Concoa) is the original equipment manufacturer (OEM) for Concoa 538 IntelliSwitch Series, 52S manifolds, and 542 backup systems. The agency requires its Concoa manifold to be rebuilt using genuine OEM parts, and all work must be performed by an authorized Concoa service provider.
Arc3 Gases is the designated and authorized distributor of Concoa gas control systems and serves as a certified service, repair, and installation center for the Concoa 538 IntelliSwitch Series, 52S manifolds, and 542 backup systems.
This notice is not a request for competitive proposals. However, any responsible source that believes it can meet the requirements may submit a capability statement to Contracting Officer Adelle Bolton at albolton@fbi.gov. Responses must be received no later than 5:00 PM ET on April 19, 2026, and must clearly demonstrate the ability to provide OEM-authorized service for the Concoa manifold rebuild. Justification available upon request.
No phone inquiries will be accepted. Responses must include clear and convincing evidence that competition would be advantageous to the Government, along with the company’s Unique Entity ID (UEID) and business size classification.
A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government.
No reimbursement will be made for any costs incurred in providing capability information.
Vendors must be registered in SAM.gov (effective July 29, 2012) to be eligible for federal contracts. The FBI’s financial system interfaces directly with SAM; therefore, vendors must ensure their SAM registration is current and accurate, including Tax Identification Number (TIN), Electronic Funds Transfer (EFT) details, UEID, addresses, and contact information. EFT banking information in SAM will be used by the FBI to process payments.
