Concrete floor leveling and resurfacing

The Naval Surface Warfare Center Carderock Division is seeking a small business contractor under NAICS 238110 to perform concrete floor repair, leveling, and resurfacing for approximately 698 square feet within the Building 1 Model Shop in Bethesda, Maryland. The project is divided into two specific areas: a Booth Zone of approximately 45 by 13.5 feet that must be perfectly level to support a future paint booth and mixing room, and a Transition Zone of approximately 15 by 6 feet that must be flush with the existing floor. The scope requires surface preparation, the pouring of cementitious overlays, and the installation of a high-performance, chemical-resistant industrial flooring system with a minimum compressive strength of 5,000 PSI. All work must comply with NFPA 33 standards for spray applications and 29 CFR 1926.1153 regarding respirable crystalline silica. Additionally, any transition ramps must adhere to OSHA/ADA standards with a maximum 1:12 slope for transitions exceeding 1/2 inch. This is an unclassified project to be awarded as a firm fixed price purchase order using Simplified Acquisition Procedures. The contractor must demonstrate commercial or industrial experience in installing high-performance resinous or aggregate broadcast flooring systems and is responsible for providing all necessary PPE, including NIOSH-approved respirators. On-site work must be completed within 15 business days of award, with a final completion and invoicing goal of January 31, 2027. To minimize disruption, work is scheduled for after-hours between 1600 and 0100, Monday through Friday. Final acceptance will be determined by the Government Technical Point of Contact following a joint walk-through to verify all Statement of Work requirements have been met.
