Concrete Services at the Rio Grande State Hospital Bldg. 514

The Health and Human Services Commission is seeking competitive bids for the installation of two concrete slabs at Building 514, the Maintenance Shop at Rio Grande State Hospital in Harlingen, Texas, under solicitation HHS0017521. This Invitation for Bids requires bidders to install a 30' x 52' slab and a 20' x 60' driveway slab using 3000 PSI concrete with a 5.5-inch nominal thickness, reinforced with 3/8-inch steel rebar in a 16-inch on-center grid pattern, and formed with 2x6 lumber. Work includes site preparation, pouring with a medium broom finish, and curing with a commercial-grade spray compound. The contract, which begins upon award and expires August 31, 2026, may be extended by the agency for up to one year if necessary. Contractors must maintain comprehensive insurance including Workers’ Compensation with Texas Workers’ Compensation Act limits, employer’s liability coverage of $1 million per accident and disease, and must carry primary insurance for all contract-related liabilities. Background checks conducted by the Texas Department of Public Safety are mandatory for all personnel, with disqualification for those convicted of sex offenses, child/adult abuse, or fraud. Misdemeanor convictions require prior approval. Contractors must also comply with HUB subcontracting requirements, be free from debarment under state or federal systems, and submit a Form 1295 Certificate of Interested Parties if awarded.
