Conditional Use Permit Application No. P25-03031, submitted by Ahmed Zuwawa of Kimley-Horn on behalf of Andy Greenwood for Macerich Fresno Limited Partnership, outlines a development project located at 755 East Shaw Avenue in Fresno, California. The proposal is divided into two primary elements. This phase also includes the relocation of underground utilities, parking lot improvements, and the installation of pedestrian amenities. Element 2 seeks to expand the operational allowances of the anchor pad, requesting authorization for the outdoor multi-purpose area to host a wide variety of free or paid events, such as private parties, community events, seasonal sales, carnivals, and festivals, without limits on the frequency or duration of these events per year. The City of Fresno Planning and Development Department has issued a Notice of Exemption dated September 24, 2026, asserting that the project qualifies for categorical exemptions under CEQA Guidelines as a replacement of an existing structure and qualifying in-fill development.
