The site is designed with a queuing capacity for 19 vehicles, which expands to 24 vehicles when the bypass lane is utilized. The property is situated within a 7.30-acre commercial center and is zoned as Neighborhood General 3-Limited within the Neighborhood Center land use designation. To facilitate this development, the project requires a Conditional Use Permit to allow the drive-through operations, a Minor Design Review, and a Variance to modify four specific development standards. Under the California Environmental Quality Act, the project is classified as a Class 32 Categorical Exemption for Infill Development Projects, as the site is served by existing public services and utilities and is expected to have less-than-significant transportation impacts.
