The U.S. Army Corps of Engineers, Pittsburgh District, is preparing to issue an Invitation for Bid (IFB) for the replacement of steel upper machinery housings for the Gantry Crane hoists at Conemaugh Dam, located near Saltsburg, Pennsylvania. The project involves removing the existing deteriorated housings down to the floor line, fabricating and installing new steel housings, replacing sections of corroded diamond plate flooring with open grating, installing floor hatches to improve personnel and equipment access, and upgrading electrical conduit, wiring, and lighting. These improvements address significant corrosion and damage that currently expose hoist electrical and mechanical equipment to water and vermin intrusion, impacting functionality and safety. This procurement is a total Small Business Set-Aside under NAICS code 237990, with a firm-fixed-price contract and a performance period of 540 calendar days after the Notice to Proceed. Interested bidders must be registered and maintain active status in both the System for Award Management (SAM) and the Procurement Integrated Enterprise Environment (PIEE) with the Proposal Manager role. Additionally, compliance with NIST SP 800-171 cybersecurity requirements, documented through a current DoD assessment in the Supplier Performance Risk System (SPRS), is mandatory. The official solicitation is anticipated to be posted around June 15, 2026, through SAM.gov, with support available for small businesses through APEX Accelerators to navigate federal procurement processes. This is a Pre-Solicitation Notice only. This notice does not provide documentation, site visits, Invitation for Bid, and other pertinent information. The Solicitation, Invitation for Bid (IFB), will be posted later with all project details, including, but not limited to drawings and site visit – please see below for more information about this upcoming project.

The U.S. Army Corps of Engineers (USACE), Pittsburgh District, has a project to provide new steel upper machinery housings for the Gantry Crane hoists at Conemaugh Lake. Construction includes removal of existing housing to floor line, fabrication and installation of new housing (steel fabrication), removal of portions of steel diamond plate flooring and replacement with open grating, installation of floor hatches for access by personnel and access to the limit switches and replacement of electrical conduit, wiring and lighting.

The upper machinery houses for the main hoists on the Gantry Cranes at Conemaugh Dam are extensively corroded and exhibit heavy loss on the housing steel (supports and steel plate cladding). The deterioration of the housing is allowing water to affect the hoist electrical and mechanical equipment. The flooring and access hatches are obsolete and allow vermin to habit within the housing which causes impacts to access the limit switches.

The North American Industrial Classification Code (NAICS) is 237990 – Other Heavy and Civil Engineering Construction. The Small Business Size Standard is $45,000,000.00.

This procurement is a 100% Small Business Set-Aside. All interested and capable Bidders are encouraged to Bid.

Any resultant award will be for one (1) Firm-Fixed Price (FFP) Contract. All responsible Bidders are encouraged to submit a Bid. The Invitation for Bids (IFB) will be issued on, or about, 15 June 2026, via the Procurement Integrated Enterprise Environment (PIEE), which posts the opportunity to SAM.gov. The Period of Performance (POP) is 540 Calendar Days after written Notice to Proceed (NTP).

In accordance with DFARS 252.240-7997 (CD 2026-O0025), all contractors are required to have a current (i.e., not more than three years old) NIST SP 800-171 DoD Assessment on record in the Supplier Performance Risk System (SPRS) to be considered for award. You are required to conduct, at a minimum, a Basic Assessment of your compliance with the 110 security controls outlined in NIST SP 800-171 and submit your summary level score to SPRS located in the Procurement Integrated Enterprise Environment (PIEE). We encourage your company to complete the NIST SP 800-171 Assessment via SPRS prior to the Invitation for Bids (IFB) due date to be considered for an award.
