AI Contract Overview
The solicitation FA561326Q0043 seeks a firm-fixed price purchase of a fully automated aircraft wheel washer system capable of removing rubber and carbon deposits from C-130J aircraft wheels for corrosion control, to be installed and commissioned at Ramstein Air Base within the Kaiserslautern Military Community in Germany. The equipment must perform automated cleaning with minimal manual intervention, include an integrated filtration system and oil skimmer, and feature a loading and unloading assist mechanism to reduce manual lifting of wheels. The washer must be compatible with prescribed solvents, specifically CALLA 602LF and ARPOSOLVE 680, per TO 1-1-691. Only new equipment is acceptable; remanufactured or grey market items are prohibited, and all units must include a manufacturer’s warranty explicitly stated in the quote. Pricing must be submitted exclusively in Euros and include a detailed breakdown for each of the five items under the CLIN. Delivery must occur within 90 days of order receipt under FOB Destination terms, with the contractor responsible for all packaging, shipping costs, and risks of loss or damage prior to receipt and acceptance by the consignee at Building 2126, Door 4, Ramstein AB, Germany. The system is not intended to be used for audio-visual conferencing as misstated in some sections; this is a procurement for mechanical wheel cleaning equipment. The procurement is unrestricted and does not utilize set-asides, as per RFO guidelines applicable in Germany. All offerors must be active in SAM.gov with a valid UEI, CAGE code, and Tax ID, and quotes must be submitted directly by the SAM-registered entity without intermediary submissions. Evaluation will be based on technical acceptability and price, with technical acceptability requiring full compliance with the salient characteristics; award will be made to the offer providing best value to the government. Submissions are due by 10:00 a.m. CET on June 25, 2026, via email to designated points of contact, and only quotes received by the deadline with properly opened attachments will be considered. The solicitation is subject to the Federal Acquisition Overhaul effective February 1, 2026, and updated DFARS and DAFFARS provisions. Base access will be required for installation, and the contractor must provide one on-site training session for government personnel on system operation and basic troubleshooting.
