This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement is also being solicited through a mandatory Department of Homeland Security Strategic Source Vehicle; however, if open market pricing is less, an exception permits award to an open market source. This announcement constitutes the only Federal Business Opportunities; offers are being requested and a written solicitation will not be issued. Request for Proposal (RFP) WX01850Y2017T is for the FEMA Conference Bridge System as defined in the attached Statement of Work. It is anticipated that a firm-fixed-price purchase order will be awarded. The Period of Performance will be 120 days from the date of award. The solicitation document and incorporated provisions and clauses are those in effect thru Federal Acquisition Circular 2005-94, 2005-95, effective 01/19/2017. One award will result from this solicitation via the issuance of a purchase order for commercial items, applies to this acquisition. The provision at FAR 52.212-2, Evaluation-commercial items, applies to this acquisition. Basis of Award: Selection will be based on a lowest price/technically acceptable determination. In order to be considered technically acceptable, the Offeror must be (a) a Speakerbus authorized dealer (b) an Avaya authorized dealer and (c) have an active Top Secret (TS) clearance at time of proposal due date. The Offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers. This requirement calls for a specific Brand Name and the Brand Name Justification will be an attachment to this Solicitation. Offerors shall submit a Firm Fixed Price Quote to include all costs all costs associated with the project, to include shipping charges.
