Conflict Prosecutor 2027

The Township of Winslow is soliciting proposals for a Conflict Prosecutor to provide professional legal services for its municipal court. The selected attorney or firm will represent the Township in cases where the appointed prosecutor has a conflict of interest, with responsibilities including legal representation in court, case management, drafting pleadings, and advising the municipal court on legal matters. The contract term is one year from the date of appointment, with continuation contingent upon budget availability. Proposals are due by November 24, 2026, at 3:00 PM via the OpenGov Procurement Portal. Qualified candidates must be licensed attorneys in good standing with the New Jersey State Bar, possessing at least ten years of licensure and a minimum of five years of experience in criminal law, preferably specializing in municipal law. Evaluation will be based on price, experience, qualifications, and the quality of the proposed approach. Required submissions include a professional resume, a Certificate of Good Standing, a New Jersey Business Registration Certificate, and various disclosures, including political contribution forms and certifications regarding activities in Russia, Belarus, and Iran. The contractor must maintain specific insurance coverages, including General Liability ($1M occurrence/$2M aggregate), Automobile Liability ($1M), and Professional Liability ($1M), and must name the Township of Winslow as an additional insured. Compliance with New Jersey's mandatory equal employment opportunity and anti-discrimination laws is required. Payments will be processed on a monthly basis via Township vouchers and require the submission of an ACH form.
