AI Contract Overview
The contract involves the procurement of 41 rigid connecting links for the UH-60 helicopter actuator rod assembly with position sensor-stabilator, identified by NSN 3040-01-114-9746, under solicitation SPE7L3-26-U-0469. The item is subject to complex manufacturing requirements, potentially involving casting or forging processes, and the government may lack the necessary tooling, requiring offerors to seek assistance through DLA’s Casting and Forging Assistance program. Delivery is due within 128 days after award, with FOB Origin terms applicable, and the contract has a maximum ceiling value of $350,000 with a guaranteed minimum of 6 units. The contract structure is an indefinite-delivery contract under the Simplified Acquisition Threshold, with performance governed by mandatory regulatory and quality standards including the DLA Master List of Technical and Quality Requirements, which supersedes other referenced standards. Compliance with MIL-STD-129 and ASTM D3951 is required for packaging, marking, and preservation, with additional adherence to RP001 for DLA-specific packaging and palletization. Cybersecurity and information protection are central to this contract, requiring full compliance with NIST SP 800-171 Rev. 1 and DFARS 252.204-7012, including implementation of 110+ security controls, submission of a completed System Security Plan and assessment score to the Supplier Performance Risk System, and mandatory reporting of any cyber incidents within 72 hours. The contract further mandates CMMC Level 2 certification or self-assessment, and strict controls over export-controlled technical data under ITAR or EAR, with access limited to contractors who have completed DLA-specific training, hold a Joint Certification Program certification, and received approval for data handling. Prohibition of ozone-depleting chemicals is absolute, and substitution requires prior approval. Quality assurance mandates inspection and acceptance at origin, configuration change management via engineering change proposals, and tailored higher-level quality requirements for both manufacturers and non-manufacturers. Contractors must also maintain active UEI and CAGE codes, comply with employment verification and equal opportunity clauses, and ensure subcontractors meet all cybersecurity and data safeguarding requirements. Invoicing will be managed exclusively through WAWF using invoice and receiving report formats for fixed-price line items, and all documentation must reflect compliance with DoD export control, whistleblower protections,
