This contract involves the supply of a Connecting Link, Rigid (Actuator Rod Assembly with Position Sensor for the Stabilator) specifically designed for the UH-60 helicopter. The National Stock Number (NSN) for this item is 3040-01-114-9746, and a total quantity of 41 units is required with a delivery timeframe of 128 days after order. The manufacturing process may necessitate casting or forging, which typically involves specialized tooling that the government may not possess. To address tooling or material needs, suppliers are directed to submit a Casting and Forging Assistance Request to the Defense Logistics Agency (DLA). The procurement process also includes adherence to technical and quality standards outlined in the DLA Master List along with tailored contract quality requirements, inspection, acceptance at origin, and configuration change management protocols. Security and compliance are critical elements of this contract. The contractor must comply with Cybersecurity Maturity Model Certification (CMMC) Level 2 requirements, either through self-assessment or certified third-party assessment. Furthermore, the contract restricts the use of Class I ozone-depleting chemicals and imposes export control measures under ITAR and EAR regulations due to the sensitive nature of technical data associated with this item. Contractors handling export-controlled data must have appropriate certifications and training approved by the DLA. Additionally, packaging must meet DLA standards, and government identification markings must be removed from non-accepted supplies. The solicitation is issued by the Department of Defense under the Land Supplier Operations Vehicle Support agency, with a response deadline set shortly after the posting date.
