This solicitation, issued by the DLA Weapons Support Active Devices Division, is a small business set-aside for the procurement of two electrical plug connectors (NSN 5935-01-115-8870). The requirement is for a qualified item subject to the Qualified Products List (QPL) for connector assemblies and electrical contacts. Key technical constraints include a strict prohibition on the use of Class I ozone-depleting substances and the intentional addition of mercury or mercury-containing compounds, except for specific functional exceptions. The items are to be delivered FOB Destination to the USS Scranton (SSN 756) within 20 days. The contract mandates rigorous quality and packaging standards, requiring sampling in accordance with MIL-STD-1916 or ASQ H1331 and packaging per MIL-STD-2073-1E and MIL-STD-129. Inspection and acceptance will occur at the destination, with a zero-non-conformance threshold for acceptance under MIL-STD-105/ASQ Z1.4. Administratively, the contractor must utilize the Wide Area WorkFlow (WAWF) system for invoicing and comply with various DFARS regulations, including safeguarding covered defense information and adhering to the Buy American and Balance of Payments Program.
