AI Contract Overview
This contract, issued under solicitation SPE7M1-26-U-4673 by the Department of Defense’s Maritime Supply Chain through the Defense Logistics Agency, is an indefinite-delivery contract for the supply of connector receptacles identified by NSN 5935-01-286-5820, with estimated annual quantities of 79 units and a guaranteed minimum order of 11 units. The contract has a maximum potential value of $350,000.00, though no unit price is provided, making the base period cost uncalculable. Delivery is required within 55 days of award under FOB origin terms, with inspection and acceptance occurring at the destination. The contract incorporates DLA-specific packaging requirements, particularly RP001, which governs palletization and overall packaging methods, and mandates compliance with MIL-STD-129 for all marking and labeling, regardless of whether materials are hazardous. Non-hazardous items must be packaged per ASTM D3951, unless superseded by higher-priority DLA technical and quality requirements referenced through R or I numbers from the DLA Master List, which takes precedence over all commercial standards. Hazardous materials must adhere to FED-STD-313 and TQ requirement IP025 for packaging, along with hazard communication labeling per 29 CFR 1910.1200, requiring pre-award submission of Safety Data Sheets and a detailed hazardous material identification table. Sampling for quality verification must follow MIL-STD-1916 or ASQ H1331, Table 1, with zero non-conformances required in samples unless otherwise stated; critical, major, and minor attributes are assigned AQLs of 0.1, 1.0, and 4.0, respectively. Physical identification of bare items is required per RQ017, and government identification must be removed from rejected supplies per RQ011. Compliance with FAR clauses including inspection (52.246-2), changes (52.243-1), subcontracting (52.244-6), and safeguarding information systems (52.240-93) is mandated, with deviations noted. Offerors must maintain a current UEI and provide socioeconomic status certifications for small business, WOSB, HUBZone, 8(a), or SDVOSB programs,
