Solicitation SPE4A5-27-T-1821 is a fixed-price requirement issued by the Defense Logistics Agency (DLA) Weapons Support ASC Supplier OEM Division for the procurement of 15 connector receptacles (NSN 5935-01-171-0645). The contract includes a requirement for a First Article Test (FAT) and specifies a delivery window of 320 days after award, with an original required delivery date of August 8, 2025. Performance is based on an origin FOB, with both inspection and acceptance occurring at the origin. Payment processing must be handled electronically through the Wide Area WorkFlow (WAWF) system. The procurement is not a small business set-aside, but it incorporates a price evaluation preference for certified HUBZone small business concerns. Technical compliance is governed by several DLA requirements, including RP001 for packaging and MIL-STD-129 for marking. Notably, the item is subject to strict export controls under ITAR and EAR regulations, requiring contractors to have approved US/Canada Joint Certification Program (JCP) certification to access technical data. Quality assurance follows MIL-STD-1916 or ASQ H1331, and the contract mandates compliance with the Buy American Act and the Berry Amendment for domestic sourcing. Offers involving additive manufacturing will not be evaluated.
