This is a solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 1. The solicitation number is FA9302-23-Q-0065 and is hereby issued as a request for quotation (RFQ); This version adds the Brand Name Clause to the Solicitation attached "Redacted Rev 1." 2. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-04. 3. This acquisition is a Brand Name for PIC Wire and Cable CONNECTORS and Wire/Cable and the associated with North American Industry Classification System (NAICS) code is 331420. The applicable Small Business Size Standard is 1,050 employees. 4. Description of requirement: Item / P/N / Qty: Wire Cable / UH25107, 1000ft ULTRA LITE, LOW LOSS 50 OHM RF Cable, Shipping 1-2 Days ARO Connector / 190408 / 20-each PLUG, TNC, STRAIGHT, used for S22089, Shipping 10 Weeks ARO Connector / 190409 / 20 each PLUG,TNC,RT ANGLE, used for S22089, Shipping 10 Weeks ARO Connector / 190410 / 20 each PLUG,N,STRAIGHT, used for S22089, Shipping 1-2 Days ARO Connector / 190411 / 20 each PLUG,N,RT ANGLE, used for S22089, Shipping 10 Weeks ARO This is a Brand Name request due to the requirement for the Connectors and Wire. PIC Wire and Cable is the manufacturer of the connectors. There are distributors able to provide the identical connectors. The connectors and wire are required by the 420th Combined Test Force, Instrumentation section. These connectors and wires are mission critical and are required to support the telemetry (TM) system, beacon transponder system and GPS systems installed. Substitutions are not allowed as this is a Northrop designed aircraft and any substitute parts, not in their current design, will not be allowed. PIC Wire & Cable can only guarantee performance of their cables with the connectors they specify for them. These connectors have been designed specifically for the UH25107 cable. The internal geometry of these connectors are meant to interface with the conductor, dielectric, shields and jacket of the UH25107 cable. If different connectors are used, they may not terminate correctly and could cause performance issues. These cables are used in our telemetry system and the cabling is routed through many panels in the aircraft. If any of these connections fail, we will lose the telemetry signal and have to Return to Base (RTB). Therefore, to utilizing the PIC Wire & Cable manufactured connectors will significantly reduce risk of failure. Having one mission RTB will cost the program over the $100K threshold. The combination of these Connectors and the wire provides the ability to work on the aircraft and maintain system configuration for trouble shooting the aircraft Data System and associated measurements! The use of other connectors will cost the Government millions of dollars in aircraft redesign, in addition to program delays, which would probably result in three to four times as much money. Please see attached Solicitation that includes the CLINS of Items for pricing, and the applicable Clauses. The Defense Priorities and Allocations System (DPAS) of DX-A1 is applicable. Date, time, and place offers are due: a. Date: 16 Aug 2023 b. Time: NLT 2:00 pm PST c. Offers are to be emailed to Contracting Officer terence.vickers@us.af.mil, 661-277-2232, & amber.lauderdale@us.af.us, 661-917-1952

URC-300 VHF/UHF Transceiver Assembly and Remote Control Unit (RCU)
Solicitation # ACQ-26-H096
The Department of the Air Force, through the Air Force Test Center (AFTC/PZZF) at Edwards AFB, intends to award a sole-source, Firm-Fixed-Price purchase order to ACG Systems, Inc. under solicitation ACQ-26-H096. This procurement is for one URC-300 VHF/UHF Transceiver Assembly and ten associated auxiliary components, including a Remote Control Unit (RCU), mounting brackets, antennas, and cabling. The equipment is required to expand the capabilities of the Mobile Telemetry Van supporting the B-52 Commercial Engine Replacement Program (CERP) and must integrate with the proprietary CM-350 V2 control protocols. The government has determined that ACG Systems, Inc. is the only responsible source capable of satisfying the requirement because they are the original equipment manufacturer and the hardware must meet mandatory military TEMPEST and EMI shielding standards for classified and unclassified operations. Utilizing non-ACG hardware would result in significant duplication of costs and cause a critical six-to-nine-month delay due to mandatory recertification, which would threaten B-52 engine replacement timelines and operational readiness targets. The award is based on the vendor's unique technical compatibility and the determination that the pricing is fair and reasonable based on historical data from previous contract FA9302-22-F-G596.
