The Project is a General Plan Consistency Determination pursuant to Government Code Section 65402(a) for the proposed acquisition by the City of Livermore and future disposition of approximately 1,300 acres of vacant land to the Livermore Area Recreation and Park District for wildlife conservation and habitat protection, and non-motorized recreation purposes. The Property consists of rangelands, ridgelines, riparian corridors, and existing ranch roads and trails adjacent to Sycamore Grove Park, Holdener Park, and Del Valle Regional Recreation Area. On November 3, 2026, the Planning Commission adopted resolutions finding that the proposed acquisition and disposition are consistent with the Livermore General Plan 2045 and exempt from CEQA. The Planning Commission's determination is a required step in the proposed acquisition and disposition and does not authorize development of the Property or convey title. Authorization of the acquisition remains subject to subsequent City Council action.

Development Agreement 24-004 for the Las Colinas Road Property
Solicitation # 24-004
Development Agreement 24-004 is an ordinance authorized by the City of Livermore to establish a framework and secure vested rights for a future residential project. The agreement pertains to approximately 50 developable acres within a 122-acre property located at 3658 Las Colinas Road, identified as Assessor Parcel Number 902-8-1. This agreement is administrative and procedural in nature; it does not authorize any specific physical development, construction, or site disturbance at this time. Future implementation will require the preparation and approval of a Neighborhood Plan, the establishment of Planned Development zoning, and the acquisition of subsequent implementing entitlements. The project is exempt from the California Environmental Quality Act under Sections 15183 and 15061(b)(3), as it remains consistent with the land use designations, density, and intensity evaluated in the General Plan 2045 Environmental Impact Report. The agreement was approved on July 27, 2026, with Shannon Pagan serving as the primary point of contact for the City of Livermore. Because the agreement focuses on establishing procedural rights rather than immediate construction, no specific contract value or physical deliverables are defined beyond the required planning and zoning milestones.
