The Naval Air Warfare Center Aircraft Division Lakehurst is preparing to procure the electronic Consolidated Automated Support System (eCASS) Fourth Generation Electro-Optics (EO4) subsystem, aiming to modernize and replace the aging Third-Generation Electro-Optical (EO3) subsystem. This procurement will be conducted under solicitation number N68335-19-R-0063 as a full and open request for proposal (RFP), following previous postings under a different solicitation number. The EO4 system is designed with an open architecture to support both current and emerging electro-optic avionics testing requirements, emphasizing improved sustainability and cost-effectiveness. The contract will be a competitive indefinite delivery indefinite quantity (IDIQ) award featuring a mix of cost plus incentive fee, cost plus fixed fee, and cost-only contract line items. Potential offerors must be registered in the System for Award Management (SAM) and possess a current Cage Code, along with a certified DD Form 2345 to access sensitive and export-controlled information included in the Statement of Work (SOW) package. The Government encourages interested parties to review the SOW and submit questions or comments by early April 2019 to facilitate thorough responses before solicitation issuance. Important documents will be available upon request, but hard copies of the solicitation will not be mailed. Evaluation of proposals will use a best value approach considering strengths, weaknesses, and risks, with award made to the responsible offeror offering the best value.
