The Government of Colombia has voiced concern to USAID about prospective offerors creating unrealistic expectations amongst Colombian organizations and communities. It appears that in their efforts to collect information from government officials, some prospective offerors are inadvertently creating expectations among organizations and communities that they are visiting. While we appreciate the need to collect information to prepare strong proposals, we request that at the same time offerors practice discretion and transparency with all concerned about the reasons for collecting this information.
