Full Description

NASA/Johnson Space Center (JSC) has a requirement for designing the Constant Current Firing Unit (CCFU) to replace obsolete existing firing units. NASA/Johnson Space Center (JSC) intends to issue a sole source contract to acquire the items from Summit Products Corporation. CCFU is integral to the proper qualification of NASA Standard Initiators (NSIs) and provides the necessary conditions to fire the device. To reduce risk to hardware and personnel, it is necessary to manufacture these units with similar parts and software to limit any operator error and reduce maintenance complications. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Bermuda Brittingham at bermuda.a.brittingham@nasa.gov and Yushu Mao at yushu.mao@nasa.gov no later than 4:00 p.m. CDT on May 31, 2022. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html

The system comprises three primary components: the Crew Transportation System, the Commercial LEO Destination, and the Cargo Transportation System. Performance is measured across three capability categories ranging from one-month crew tended missions to six-month standard service missions. The contract includes a base ordering period from April 2027 through April 2035, with two subsequent option periods extending the potential performance through April 2042.
