Full Description
Under FAR 13.106-1(b)(1) only a single source is reasonably available for the completion of this contract effort. The urgent and compelling need of the project to preserve the life and safety of personnel on Chabelly airfield nessecitated that this contract proceed while under protest and with resolution of the protest Hybrid Power International has already completed 61% of the contract effort and would only cost the government $56k to continue and complete the effort. This is the most time and cost efficent action for the government and under simplified acquisition procedures FAR 6.302-1(iii)(a) and FAR 6.302-1(iii)(b) the government is supported designating only one responsible source both to avoid duplication of costs that would not be recovered through competition, and against unacceptable delays in fulfilling the agency's requirements. The contract is then re-awarded under these circumstances to Hybrid Power International.
