The Beyond Housing will accept sealed BIDS from qualified, licensed firms to provide general construction services for the Johnson Court Community Center Renovation Project located at 144 Birch St, Bristol, Virginia 24201. This project is an Early Action Activity under the U.S. Department of Housing and Urban Development (HUD) Choice Neighborhoods Planning Grant program. The purpose of this renovation is to repurpose this underutilized building into a dedicated neighborhood children’s center that will provide structured, engaging activities for youth. The project also includes resurfacing and lighting the adjacent basketball court and upgrading the playground. Bids will be received until 3:00 p.m., local prevailing time, on June 10, 2026, at Beyond Housing, Training Room, 120 Hope Lane, Bristol, VA 24201, and then at said office publicly opened and read aloud. The Bidder shall furnish all labor and materials including but not limited to all building materials, miscellaneous materials, superintendence, labor, equipment, transportation, and shall execute, construct, and finish the Project, in an expeditious, substantial and workmanlike manner to the satisfaction and acceptance of the Beyond Housing. A non-mandatory pre-bid conference will be held on May 27, 2026, at 2:00 p.m. Prospective bidders will meet the Owner at Beyond Housing, Training Room, 120 Hope Lane, Bristol, Virginia. The CONTRACT DOCUMENTS may be examined at the Beyond Housing, 120 Hope Lane, Bristol, Virginia 24201 beginning May 14, 2026. Comments on specifications or other provisions in this Invitation to Bid may be submitted in writing by 4:00 pm., June 3, 2026, to Kris Littreal, Facilities Director, Beyond Housing, 120 Hope Lane, Bristol, Virginia 24201 or fax (276) 642-2009. BIDDERS are required to comply with all applicable state and local governments licensing and permit requirements as they may apply to this work. All sub-contractors of the successful bidder shall comply with this requirement as well. If the Bid is in the amount of $10,000 or more, the BIDDER and its SUB-CONTRACTORS must comply with the provisions of Executive Orders 11246 and 11375, which prohibit discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must certify that they do not, and will not, maintain or provide for their employees any facilities that are segregated on a basis of race, color, creed, or national origin. The work to be performed under this contract is on a project assisted under a program with direct financial assistance from the United States Department of Housing and Urban Development and is subject to the requirements of the Section 3 clause of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 1701u. The parties of this contract will comply with the provisions of said Section 3 clause and the regulations issued pursuant thereto by the Secretary of Housing and Urban Development set forth in Title 24 of the Code of Federal Regulations. Compliance with the provisions for Equal Employment Opportunity and with the Davis-Bacon wage decision is required on this project. The Beyond Housing reserves the right to reject any or all bids and to waive any informality in bids received whenever such rejection or waiver is in the best interest of Beyond Housing.
