Construction Cost Data and Estimation Software

The Government Accountability Office is seeking a cloud-based construction cost estimation software solution that meets or exceeds the functionality of RSMeans Online by The Gordian Group, Inc., as mandated by FAR 52.211-6. The software must provide searchable construction cost data aligned with CSI MasterFormat and UniFormat standards, deliver AI-powered estimating capabilities with up to 100 estimates per month, support real-time search responses under one second, maintain 99.5% system uptime, and include quarterly updates validated by professional cost engineers. Performance is defined across five annual contract periods from July 2026 through July 2031, with delivery and service performed at the GAO’s location in Washington, DC. The contract follows a Firm Fixed Price structure and employs a Lowest Price Technically Acceptable evaluation methodology, where only technically acceptable quotations—verified through proof of authorized reseller status or detailed demonstration of equal or superior capability—are considered, with award going to the lowest-priced compliant offer. All offerors must be registered in SAM with an active UEI and CAGE code, and contractor personnel must be U.S. citizens or lawful permanent residents subject to GAO-specific background investigations at the contractor’s expense. Compliance with stringent security requirements under NISP, NISPOM, and GAO Order 0910.1 is mandatory, along with adherence to prohibitions on Kaspersky Lab software and certain telecommunications equipment under FAR 52.204-23 and 52.204-25. Invoicing must be conducted exclusively through the Invoice Processing Platform, with electronic submission required unless an exemption is granted.
