The contract pertains to the provision of Construction Management (CM) services for the expansion of the Snapfinger Advanced Wastewater Treatment Facility (SFAWTF) located at 4124 Flakes Mill Road, Decatur, Georgia. The original facility, dating back to the early 1960s, has undergone multiple expansions with its current permitted capacity at 36 million gallons per day (MGD), enhanced by additions including an equalization tank in 2003. This project focuses specifically on the Phase 3 expansion which aims to increase the facility’s maximum monthly average daily flow capacity to 54 MGD. The work under this solicitation covers Phase 3A, 3C, and 3D construction projects that will commence following the final completion of Phase 2, which is expected in 2025. These phases will likely be bid separately with different contractors and will have overlapping construction schedules, requiring coordinated CM oversight. The solicitation was issued by DeKalb County’s Watershed Division and involves rigorous compliance measures including employment and contracting provisions in line with county ordinances. Key compliance requirements include the First Source Jobs Ordinance that obligates contractors to make good faith efforts to hire at least 50% of new employees from DeKalb County residents, along with a requirement for 20% participation of Local Small Business Enterprises (LSBEs) in the contract. The contractor must also adhere to detailed reporting protocols and efforts aimed at maximizing local economic participation. The project is governed by clear deadlines, with the proposal submission deadline set for February 4, 2026, and communication facilitated through designated county contacts. This expansion represents a significant multi-phase infrastructure enhancement designed to support increased wastewater treatment capacity and meet growing regional demands.
