The City of Lakeland is soliciting professional engineering and construction services for the extension of approximately 800 linear feet of 16-inch PVC potable water main linking an existing 16-inch water main northwest of the intersection of Bartow Road and East County Road 540A to a future interconnect site at 4250 E County Road 540A, which is being developed independently by Lakeland, Bartow, and Polk County Utilities. The project encompasses full construction including installation, pressure and bacteriological testing, site restoration, and compliance with AWWA C900 standards for PVC pipe, with specific material requirements mandating blue labeling, manufacturer identification, and adherence to ANSI, NSF, and ASTM standards. All materials must be new, U.S.-manufactured, delivered in original packaging, stored out of direct sunlight, and handled with approved lifting equipment to prevent damage. The scope includes mobilization, utility locates, traffic control, as-built surveys, installation of two 16-inch butterfly valves, one fire hydrant assembly, and a limited length of ductile iron pipe, with an alternate bid for stormwater pipe removal and replacement. Proposals must be submitted electronically through the OpenGov e-Procurement Portal by the deadline of June 11, 2026, and are evaluated on a 100-point scale weighted across experience with similar projects, workload capacity, cost, firm qualifications, prior governmental contract history, adherence to schedule and budget, and past performance. Award will be made on a trade-off basis, not necessarily to the lowest bidder, allowing consideration of non-cost factors. Offerors must affirmatively certify compliance with E-Verify, Drug-Free Workplace requirements, absence of suspension or debarment, no involvement in human trafficking or public entity crimes, and no conflict of interest. No UEI or CAGE codes are required, and socioeconomic certifications are optional though subcontracting with disadvantaged businesses is encouraged. Contract administration details such as payment office, COR, or accounting codes are not provided. All work must comply with detailed packaging, preservation, and marking standards for PVC and HDPE pipe, valves, and fittings, with final acceptance contingent on successful field inspections, certified test reports, and submission of as-built documentation. The contract type is implied as fixed-price, though not explicitly stated, and no pricing data is available as all cost fields in the bid schedule are redacted.
