Notice of Proposed Procurement (NPP)
Title: Construction of an Electric Vehicle Charging Station – Cape Jourimain, NB.
Solicitation Number: 5000076074

Description:
1. Summary
Environment and Climate Change Canada (ECCC) requires a charging station for electric vehicles at the visitor’s parking lot of the NWA Cape Jourimain Nature Center site ("site"). The charging stations will be available to the public in a parking lot adjacent to the site's visitor center. The charging station will comprise of a single L3 charger.
There will be an optional site visit on Wednesday, August 7th, 2024, at 13h00 ADT (Atlantic Daylight Time). Interested bidders are to meet at RNF Cap Jourimain, 5039 NB-16, Bayfield, New Brunswick, E4M 3Z8. Bidders who do not attend will not be given an alternative appointment, but they will not be precluded from submitting a bid.
Basis of Selection - Lowest Evaluated Price.
A maximum of one (1) contract will be awarded.
Work shall start on or before September 30th, 2024, with a completion date on or before March 31st, 2025. This includes ordering the L3 charging station. Trench work or other disruptive work likely to hinder the movement of visitors to the site cannot be performed in the following period due to high traffic volume at the site: From contract award to October 15th, 2024.
2. Security
There is no security requirement associated with this solicitation.
3. Integrity Provisions
Bidders must provide a list of names, or other related information as needed, pursuant to section 01 Integrity Provisions of Standard Instructions 2003.
4. Trade Agreements
The requirement is subject to the provisions of the Canadian Free Trade Agreement (CFTA).
5. Social Procurement

6. Debriefings
Bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within 15 working days from receipt of the results of the bid solicitation process. The debriefing may be in writing, by telephone or in person.

Environment and Climate Change Canada provides procurement services in both official languages. Bidders may submit a bid in the official language of their choice.
