Construction Of Goldring Well Project

The City of Arcadia is seeking a contractor to drill, construct, and develop a single water production well with a target capacity of 2,000 gallons per minute at the Goldring Well Project site in Arcadia, California, with the project to be completed within 140 calendar days from the Notice to Proceed. The scope includes drilling a 775-foot pilot hole, performing geophysical borehole logs, isolated aquifer zone testing, reaming to a 32-inch diameter, installing a 20-inch diameter well string with casing and screen, placing a gravel pack and cement-bentonite grout seal, developing the well through swabbing, airlifting, and surging, conducting step drawdown and constant rate well tests, and conducting final site cleanup. The contractor is fully responsible for obtaining all necessary permits, including NPDES discharge permits, and managing all drilling wastes in full compliance with environmental regulations. All work must adhere to the latest edition of the California Greenbook for Public Works Construction and applicable local standards, with materials required to be new and of the best grade, and installation must be defect-free. The award will be made via the Lowest Price Technically Acceptable methodology, where bidders must demonstrate responsibility through valid licensing, a 10% bid bond, completion of at least 10 similar projects, qualified key personnel, satisfactory past performance, and full compliance with submission requirements. Pricing is not disclosed in the solicitation, as units and extended costs are left blank for bidder completion, and final payment will be based on measured quantities verified by the City’s Engineer. The place of performance is strictly limited to the Arcadia project site, with inspections conducted at the origin, shipping point, or site as determined by the City, but final acceptance occurs only after installation and upon issuance of the Notice of Completion.
