Construction of High Knob Tower and Site Development, Clinch Ranger District, George Washington & Jefferson National Forests (Wise County, VA)

DESCRIPTION OF THE WORK: Contractor will be required to furnish any labor, materials, equipment, tools, transportation and supplies necessary to perform all work required to complete the project in accordance with any drawings, specifications and provisions. The project consists of the construction of an Observation Tower, abutment and bridge to the Tower, earthen mound, sundial, and revision of existing trail and ramp from parking lot to existing trail. The work includes cast-in-place concrete walls, precast concrete, stone veneer, steel roof structure, trail improvements handrails, earthen mound site plantings. The project is located within the administrative boundaries of the Clinch Ranger District, George Washington & Jefferson National Forests, Wise County, Virginia. RANGE OF THE GOVERNMENT ESTIMATE: The government estimate for this project is within the range of $250,000 and $500,000. This does not mean that our estimate for the price of the work can fall anywhere within that range; it means that our estimate is an actual number that lies at a specific point between those two values. DIRECTIONS TO THE SITE: From I-81, take exit 17 at Abingdon, turn right and follow the signs for ALT 58/19 West to Norton, VA (about 50 miles). In the town of Norton, take 619 South, which is also 12th St SW in the town limits, then it becomes National Forest Rd SW, and upon crossing the Wise County border it becomes High Knob Road. Travel up the mountains to the Eagle KNob Road switchback, take it left then take the next switchback right to the site. SITE VISIT INFORMATION: Date: May 3, 2012 at 12:00 noon Location: High Knob worksite (see above) PERIOD OF PERFORMANCE: Contract time will be 240 calendar days from the effective date of the Notice to Proceed. CONTRACTOR QUALIFICATIONS: Contractor must be registered in the Central Contractor Registry; registration may be completed on the Internet at http://www.ccr.gov. Vendors must also be registered in ORCA (Online Representations and Certifications) prior to contract award, and may accomplish this on the Internet at http://www.bpn.gov. You must be registered in CCR and have an MPIN number before you can begin ORCA registration. SET-ASIDE: 100% Small Business Set-Aside. This solicitation will also require a 2% set-aside for Commonwealth of Virginia-certified Disadvantaged Business Entities (requirements will be described in the solicitation and attachments). BONDING INFORMATION: Offeror must furnish a 20% Bid Guarantee with the proposal. Successful Offeror will be required to submit 100% Payment and Performance bonds within 15 calendar days upon notice of contract award.
