Construction of Homestead Water Supply Well No. 7

The City of Homestead has issued solicitation ITB#202632 for the construction of Water Supply Well No. 7 at the Harris Field Water Treatment Facility. This infrastructure project aims to enhance the reliability and resiliency of the city's water supply by providing critical backup capacity and ensuring continuous service during high-demand periods, such as NASCAR events at the Racetrack Water Tower Booster Pump Station. The scope of work includes drilling a 20-inch diameter cased well capable of 2,200 GPM, constructing a pump house, installing a sound-attenuated diesel standby generator with a 550-gallon belly tank, and installing approximately 423 linear feet of 12-inch ductile iron piping. The project also encompasses electrical and instrumentation work, site restoration, and final commissioning. The contract will be awarded to the low bidder following a responsibility review that evaluates the bidder's financial capability, organizational capacity, and past performance on similar projects within the last five years. The estimated project cost is approximately 3.44 million dollars, including a 10 percent contingency. Compliance requirements are extensive, including adherence to the Florida Department of Environmental Protection Agreement No. LPA0017, the State of Florida Trench Safety Act, and Davis-Bacon and Related Acts for federal funding. Bidders must submit all proposals electronically via the city's e-Procurement Portal by September 29, 2026, and must provide a bid bond, Florida contractor's license, and a completed contractor safety qualification form for work adjacent to chlorine systems.
