This solicitation is for a Single Award Task Order Contract (SATOC) with an Indefinite-Delivery, Indefinite-Quantity (IDIQ) structure to provide Construction Security Monitoring (CSM) services in Korea for U.S. Forces. The contract's scope includes full construction security program management, development of Construction Security Plans (CSP), administrative oversight, construction surveillance operations, and technical support such as Temporary Electronic Security System (TESS) design, installation, and operation. The work ensures compliance with strict security protocols aligned with the National Industrial Security Program Operating Manual and Intelligence Community Directive (ICD) 705 for secure facility accreditation, particularly for Sensitive Compartmented Information Facilities (SCIFs). The anticipated contract duration is approximately five years, with a one-year base period followed by four twelve-month options, and the total estimated contract capacity is not to exceed $90 million. The contract will be firm fixed price and performance locations are at multiple U.S. military installations in Korea. Offerors must hold a valid U.S. Facility Clearance (FCL) at the Top Secret level or higher, as proposals from those without this clearance will not be considered. Submissions require a detailed summary of company information, and if a joint venture is involved, a joint venture agreement must be provided. Proposals will be evaluated on five main factors: possession of the required DoD Top Secret FCL, corporate experience and past performance, technical approach to a sample task order, organization and management plan, and price. Evaluation will use trade-off procedures to determine best value, giving weight approximately equal between technical factors and price. Proposals must be submitted electronically in Adobe PDF format through the FedBizOpps website, with separate files for technical and price proposals. Registration in the System for Award Management (SAM) is mandatory, with compliance required under the Service Contract Act. The contracting officers are MAJ Won S.
